In your experience, has someone ever left when the ticket or citation is not written, and then the cop calls in his buddies to pull over the same person later?

    Yes, this happens. What also can happen is that a motorist will refuse consent to search and is released because a K-9 was not available. The initiating officer radios ahead to the next jurisdiction where a dog is available. The motorist is re-stopped and checked with the K-9.
