I thought hat if I’m on probation, they require you to take a piss test, but why then would I have to sign a piece of paper that says, "I consent to the collection and testing of the specimen (blood or urine) for drugs and/or alcohol and certify that the specimen(s) submitted to the laboratory is/are my own and accurately labeled and securely sealed. I consent to the reporting of results only to the employer or requesting agency."? What do you think would happen if I refused to sign?

    If it’s a stipulation of your probation to be drug tested, I assume you will violate your probation for not signing. You have to comply with your probation.
