At the moment a citation is issued, the arrest is over. You were arrested for a traffic violation. The citation was issued. You are now free to leave. While leaving, if the officer begins questioning, tell him “You issued me a ticket, am I free to leave?” He should say yes. If he says "No," then ask what you are under arrest for.
