As I was leaving, the officer threatened to pull me over for no reason and search me and my car when I enter that city. If he actually pulls me over for no reason could I in fact file a harassment charge against him?

    Police are not supposed to pull you over without having probable cause (i.e. traffic violation.) Police will lie and claim you failed to maintain a single-marked lane or claim you were speeding. If you are pulled over for no traffic violation, sue the kop and his agency for illegal stop.
