Could I potentially be "flagged" in any databases now, considering the fact that I had been previously arrested and charged with a drug trafficking crime, or would a subsequent conviction be necessary to allow myself to be "flagged" in any law enforcement information networks?

As stated earlier, you will have a drug arrest on your criminal history, and you might have been placed in EPIC (El Paso Intelligence Center), which is a database used by law enforcement all over the country to track drug runners. Not all police have access to this database, but all drug cops do. Police store license plates and persons believed to be drug traffickers. They can also give a report of every singly vehicle that crossed the U.S./Mexican border and the time and location of that crossing. I would often catch a driver lying when he would report he crossed the border three days ago and visited relatives before driving through my jurisdiction. A check with EPIC would reveal he had just crossed the border. Whoops!
