If a Cop has probable cause to search, like odor of marijuana, plain sight of contraband, K-9 alert, or informants tip, he can then search anything and everything, including locked consoles, suitcases, and trunks. If the motorist does not have a key, the Cops can and will legally break into the locked container. If this were not so, then all citizens would have to do is place all contraband in a locked container, and they would never get busted.
