I just made this post elsewhere. Thought of interest to those who would like to learn something.
Department of Justice Confidential Informant Guidelines
Note: DoJ site. Cut and copy link and access at another time. Don't access directly from here , at this second)
Global Drug Enforcement-Practical Investigative Techniques
(About half the book more or less. Author is Ret. DEA SAC)
Informants and Undercover Investigations-A Practical Guide to Law, Policy and Procedure
(Same, about half the book more or less, Author impressive credentials)
The 2 above (and guidelines) are a must read. Period. A little expensive though, but worth every penny.....)
Snitch-Informants, Cooperators, and Corruption of Justice. A general overview, pales in comparison to the above, but, if you have a few extra minutes, always worth the read.
If buying several (which I would recommend and always do), would also include this one , this one.
This is a subject I have been pushing more and more on people lately, lending out books (I always do).
Insulation alone will not necessarily protect you.
It is also the norm (no shortage of cases to be found supporting it) for agencies to pay informants you have never even met to offer false statements and testimony and commit perjury to achieve their objectives.
I would suggest at the very least all read the first 3, which I considered very easy reading due to content........)
(These are supplemental reading though.....one can dig and come across DEA Training manuals, etc, which I always recommend if you have the money, but, can add up...could easily blow $3,000 on a single book order....)
Inside the Informant File is a good quick overview by author of the above.

Excellent material Joe. I agree, the public completely underestimates the importance our Government puts on CI's to generate case material.
Joe's right it is common place for them to keep secret informants! They even keep them out of motions of discovery by claiming that giving up the source would threaten other investigations in progress that involve the CI.
I saw many people in the federal system who NEVER got to face their accusers in court. Many have been convicted by written statements by professional snitches employed by the Feds. |

I think so. I agree, and think a good starting point on a subject few know very little about...(but everyone will speak about at one time or another....)
Just overviews....the real dirt comes when researching cases......

100% accurate, no shortage of cases in which agents/SAC's are and have been disciplined,(name the agency, applies to all) and cases dropped due to such being revealed.....All out there for anyone to do some reading....No shortage....(could spend a week reading and still not even be close to done...)
Likewise, no question about improper handing...Whitey Bulger and House of Ghosts a good starting point for those...
There's really no limit to how deep and how questionable it goes..... |

I will look into those links you posted. Thank You! This is such a fucked up system that is wrong in every ethical way you could think of. Yet, it is for the most part the backbone of most drug agencies. I just don't see where they can justify hiring "criminals" to do their work for them. For whatever reason Joe Blow gets pinched whether it was bad luck or in the case of most of the low lifes that become snitches it's because they are fuck ups who do something stupid and then take no responsibility for their actions. I love it when the newly christened informant justifies it because they love their kids so much and they have to be there to raise them so jail is just out of the question. Well, the kids weren't much of a priority a couple days ago when they were out there doing what they did to get busted. Now the kids are suddenly their priority in life? Bullshit! These people just want to stay out there so they can keep getting high and let somebody else (usually a "friend") pay the price. It has jack shit to do with their kids. These people are the lowest forms of humanity out there. It's just such a shame these days that usually nothing happens to these rats and they are let right back in the scene unscathed because so many in the scene are greedy and have no loyalty. These people should be beaten severely and never allowed back in the same town again. Let alone accepted right back into the same clique.
It's so wrong that the punishments are a strict as they are so that somebody has to do something that foul to avoid them. That DOES NOT make it OK for them to do it though.
For those who've been pinched and held tough you have my utmost respect.
The whole concept is really foul. |

My Discovery states: a CI & an unknown person came to my home & an unknown person saw garden & purchased weed (ALL B.S.) then the CI gave my name & phone # to one county task force which in turn called my county task force. This is hearsay x4. This is the reality of our legal system, PAID LIARS. Then trash search x2 evidence was miricle grow and starter trays, potting soil used for my landscaping & veggie, flowers, plants outside (indoor garden hydro). Then compared my electric bill to others, then FLIR SEARCH said my ac was hotter than others??? 100 degrees in july and my dryer vent was emmitting heat out of the house (yes the dryer was runninng ..no other outside garden vents ). then the raid. This is how LEO'S con the judges with B.S. to get warrants.  |
