Is it possible for a K9 to detect weed if its under water?

Dogs have alerted on cannabis inside a pvc container inside a gas tank. So it's probably a safe bet they can smell it in some water.

More than that the more moisture in the atmosphere the stronger any scent comes across. Think wet dog. I have a friend who does not run any of his hunting hounds with a dry nose brought about by an illness. The moisture in nasal passages magnifies scent. So scent carried on water vapor would likely reek to a K9.

However, if the weed was stored in a dried container, surrounded by water/gel, will the molecules permeate?

My k-9 has alerted on numerous toilets leading me to stashes hidden UNDER WATER inside the tank. We know through later tests these were not "residual alerts" but the odor traveling through water.
I am not one to be crude but it was explained to me like this, "ever fart in a bathtub?"

I think, that if one could build a container that's surrounded by running water, it might work.

The running water is problematic. There would have to be a freshwater source, and a way to dispose of contaminated water. Kind of expensive, wasteful, and too complex.
