Would really doubt that rumor, even a plainclothes officer can cite someone as long as a badge is presented.
As a side note: One of my friends was asked by an acquaintance to store a few extra tools in his shed, which were later proven to be stolen. Detectives showed up at my buddy's door asking questions about the tools. Buddy is intoxicated, after they leave he takes his girlfriend's car to confront the acquaintance. Upon his arrival at acquaintance's home he finds his old friends the detectives. They did not witness him drive up, but nobody was there to be the sober driver.
To sum it up stupid got charged with the DUII. The only person in Oregon history to be arrested by an OSP detective for DUII w/o a traffic stop.
